The two commissioners said Form 6 itself was not changed, but that applicants seeking registration as new voters were required to separately submit an Annexure D declaration mapping themselves and their parents or grandparents to the previous SIR electoral roll, and that this could not be completed without answering, despite being marked "non-mandatory." In his dissent note, Commissioner Sandhu cautioned that inserting incomplete and unauthorised declarations could cause problems for young and first-time voters, potentially resulting in their being denied voting rights. Former CEC OP Rawat and former Commissioner Ashok Lavasa, both retired from the Election Commission, backed these objections, with Rawat separately remarking that the SIR exercise had generated fear among voters, which he called unfortunate for a democracy. The ECI, for its part, has rejected reports of internal differences, saying the SIR orders, including the additional declaration requirement, were approved unanimously by the full Commission, and that Form 6 was never formally amended.
